I believe in decentralization of almost everything - empowerment of various ranks based on their capabilities and not roles. However I advocate that certain core competencies should not be decentralized. In case of a country - strategic issues need to be handled at center level.
In case of a unit these strategic issues would be governance of discipline, finance and training. Let me elaborate.
Let us take example of training. It is a pre-requisite that all individuals being sent on training courses have a pre-course cadre. In my unit for many years we never did this though we used to issue a certificate to the effect that we did. And then Col. Sikand commanded our unit.
He established a training team of 1 JCO, 1 Hav and 1 Naik. Any person attending any course would get pre-course training. It may not have been the total period prescribed, but it was a highly focussed boot camp. The training team were responsible for ensuring that any person detailed on the course was pre-trained. The company commanders would send names of the soliders. The training team had a list of qualified instructors with AI, BI gradings. They had all course material with them. The qualified instructors would report to the training team. When a problem occurred of qualified instructors not available due to company constraints, some of the instructors from the company were transferred to the training team.
I liked this kind of centralization. Initially only a governance team was setup with the philosophy that the company would send their instructors. When issues arose the governance team also took over the training with added strength. If the idea is that there should be pre-course training then centralization would be situation specific.

Yes it did. Every individual who attended the course ended up with at least a B grading and 70% with A gradings.
The course gradings were also linked with the appraisals in the real sense.
