I had mentioned earlier that we need to push the string - our junior leaders.
The question that arises is can we expect them to rise up to the challenge. To answer this question, we must understand the reasons why a person seeks work. The basic reason is fulfillment of the needs - food, clothing and shelter - which is nothing but survival. Once that is accomplished come the next needs - plan for future, plan for children, plan for a house (owned not sarkari).
Given that the salary in defence is fixed with rank and years of service, what would motivate our junior leaders. I believe that Maslow's theory holds good here.
People like to work because it gives them a sense of fulfillment. The fulfillment is enriched if it is also accompanied by recognition. Yes there are some who hate to work and seek escape. For them I expect the minimum, because they have to earn their pay. But for the most work helps them carve their identity.
So you as leaders ought to set your leaders free to climb to glory. Give them challenging work, guide them in the beginning, recognize their hard work, support them and appreciate their success. The experiences that I recollect are the ones where I was forced to stretch my boundaries of my capabilities.
