Typically the CO assumes that he is responsible for the physical fitness of his unit. Wrong. He is responsible for ensuring that they have the freedom and means for physical fitness training. In the end he is responsible for governance of that. If he has governed properly the fitness would be there.
For example: make it mandatory for every person that he should pass his BPET tests and PPT tests before proceeding on annual leave. So if an individual has to proceed on leave on Saturday evening, the centralized Training Team will conduct a test every Wednesday at a definite time. The soldier will inform his CHM and Training Team that he plans to take the test, appear at that time and take the test. If he passes, they issue a letter stating he has passed which he then shows to his JCO and proceeds on leave.
In one stroke you have ensured that passing the test is the individual's responsibility, motivated him to do so by synching it with his leave and created a fair and neutral test conducting authority. And now you also have results for BPET and PPT for all individuals since all go on AL at least once a year.
This worked wonders in my battalion. Where I came in was that I offered a morning class of 10 days to ensure that you pass. The failures would enroll for my class - step back after the PT period starts and join my platoon and willingly volunteer for my kick-arse regime.
