Tactical thinking - I repair my vehicle in the shortest possible time. So I have kept a list of spare items, I have a team ready on hand to get it back on road at the earliest.
Strategic thinking - Using data mining tools, I can predict with a certain degree of probability which vehicle in spite of my Preventative Maintenance would fail. And I repair the vehicle even before it fails.
Now let use this strategic thinking in war.
Tactical thinking - Destroy the enemy and the enemies capabilities to wage a war in near future.
