Most of us are aware of the vision that we seek to accomplish. Let us say healthy troops who also qualify all BPET and PPET. We are not sure how we wish to accomplish it.
I suggest that you have a open discussion with your officers and JCOs and come out with ideas. At times it may not be possible that you actually measure the performance of the idea without implementing it. So the best way out is to hit the ground running after assuming all known risks. Some of the risks would disappear as they were unfounded. And some may refuse to be mitigated.
For example to cut short the time for construction of a PMP bridge I developed a process in which the vehicle dumps its pontoon from the bridge itself. I took care that the pontoon should not hit the pontoon the vehicle is standing on, the vehicle should not fall into water while launching the pontoon, etc. My first three launches were good. The fourth vehicle almost skidded into the water. I had controlled the risk by having the dozer chain attached to the vehicle. The length was just taut enough for the Kraz to go uptill the end of the bridge.
What I had not factored for was that the water that splashed on the pontoon would reduce the braking efficacy and the fourth vehicle dragged the dozer alongwith it.
Another of my failed process improvements.
The point is I would not have known without hitting the ground. For every success I have enjoyed, I have suffered more than one failure. But at least I knew that this wouldnt work.
Most of us await the perfection before we commence an activity.
I started teaching Yoga in US. I debated a long time should I teach Yoga till I have perfected the asanas. Then I realized that it could take a long long time or maybe never till I perfected let us say Dhanur asana. So I started teaching and people really appreciated it. Sure there were many who were far more flexible than me. And they knew that. But they still attended my yoga lessons for something new that I was sharing with them.
Do not hesistate to start a venture? Continual Service Improvement happens over life cycle. But that means the life cycle has to commence before improvement starts.
