As a Commanding Officer and in your life ahead you will make decisions that go against the popular opinion. Col Sikand made one such decision among many others. He said that as per leave policy we are supposed to be present for the evening roll call the previous evening and the first parade the next day. Typically till then troops used to come late at night and miss the first parade either to get their haircut or straighten out their equipment.
This change in policy was disturbing for many troops some of them who had to now report almost in the afternoon the previous day due to their train timings.
The Company Commanders and rest officers disagreed. But Col Sikand knew that he had a growing problem - growing number of late comers or AWOL. (Link this to the broken window theory).
As a CO you would be forced to take harsh decisions in the interests of the unit. You dont have to agree with the other person , but you do need to make sure that the both of you (you and the other party) understand why you disagree.
